We have a friend who lives in Australia. She is thinking of moving to the U.S.  I have looked at the .gov site and its confusing as hell. How does she or we go about the process of applying for citizenship?
Should she apply for a visa first ? Green card? Also considering dual citizenship.

Visa first. Not a guaranteed way to a GC though, she'll need a job and a sponsor.

She can't apply for US citizenship until after she's obtained an immigrant visa and resided here in the US for several years.

Unless she has some way to shorten the wait, like being married to a US citizen / resident or having parents or siblings who are US citizens or residents, she'll have to wait a long time in a line of others who are applying for immigrant visas for the US.

A work visa requires that someone want to hire her here in the US and she has some skill considered in short supply ( which can be a bit of a farce, but usually means a technical field ).

now, the state department may have a Lotto in her country where she can be win an imm. visa.  Let her contact the US embassy in her country

The website is confusing as hell, because they're trying to emulate the entire naturalization process, which is also confusing as hell.
