I need to dress up the images with top one being preferred. (clearer and bigger) to make a cell phone skin as they come out very dull in the program and I want my $20 bucks worth when I order my skin. Any help would be appreciated.

I don't think you will get clearer and bigger from those photos. You are pretty limited by the resolution of the source material- and those look pretty low resolution
