Got some questions about selling ARs.  I'm pretty new to this forum.  Sorry if I'm a little ignorant.  My original intent was to assemble ARs from parts and sell 'em.  Well now that I have researched a little, I see that classifies you as a manufacturer.  I want to avoid being a "manufacturer."  How much of the rifle do I need to buy pre-assembled?  Can I buy a assembled lower and assemble the rest?  I tried finding this information amongst the 243 pages of  gun laws on the ATF's web page.  All I found was a huge pounding in my head after trying to understand that garbage.  Thanks for any info you can provide.

I believe buying the lower and upper separate, then putting them together is defined as manufacturing under the BATF. To manufacture you would need an 07 license.

Yep. I seem to remember that operations as simple as buying a gun from a supplier and changing the sights before sale is considered manufacturing. The same work done on a customer's gun is OK though.

That is correct buying a lower wether stripped or complete and adding an upper is considered manufacturing.
