Not always. There are some lugers that are exempt with the but stock, just like the slotted BHP. I gues somebody that lives in a non-SBR state would want something like this, but I don't know why.

Unless you add a 16" or longer barrel. You can make a pistol into a rifle, you just can't do it the other way around.
