I've decided to apply for an FFL, but I would also like to manufacture rifles, would I need both the 01 and 07 licenses? Any help is appreciated!

Ah, I thought there was a separate license needed in addition to the 07. I'll be building from surplus parts kits, so I figured this would fall under manufacturing if they are sold for a profit.

You can sell guns as a manufacturer.

I understand now. So the 07 lets you do everything that the 01 does but you can also manufacture.

Just costs a lot of money, especially if you are only building a few guns.  Even if you don't manf. any weapons you are still required to register and pay...when you have your IOI with the ATF agent he will mention a little about it.  They will check to see if you registered if you ever have an inspection and have an 07 license.
