Ok Photoshop experts. How do you resize a photo so that it conforms to the file size of our Avatars?

I lost my original avatar when I changed to the pink ribbon ... and now i'm trying to resize it again.

On another topic ... what programs do you guys use to create your own animated GIFs.

Thank's in advance for any help you can extend.

Open it in Pait and click Image>>Stretch/Skew and reduce the percentages til it works.
