I want to parkerize my Bulgarian AKS-74 Parts kit. The thing is, all the parts are black, so do I have to grind or blast all the black off in order for it to bond with the metal? or can it bond to the metal on top of this?

You'll have to throughly blast and degrease the metal. Parkerizing is a chemical process not a coating.
