I wouldn't imagine that a pipe bomb would do too much against railroad tracks. Usually pipe bombs are full of low explosive or something with a very low brisance that wouldn't do much to a steel rail. I remember practicing cutting railroad rails with c4 and it took quite a bit to cut the steel. I'm going with idiots or the misidentified shunt theory.

There was one of these pipe bombs two weeks ago in Holmesburg area of Philladelphia by the Conrail tracks. I remember someone posted it here.

Latest details is that it was made with pvc pipe and bomb squad safely removed it.
