I doubt it's random.  Myself, I shoot them quite deliberately without any training whatsoever other than breathing control and dry-firing practice.

ETA: On a serious note, have you had any experience with those moving target training courses with the robotic targets? I was thinking of getting one or two of those little robotic target buggies for my own range but damn, they are EXPENSIVE! Maybe I'll just sign up for a course that uses them!

Would be neat if they had one that comes with a transmitter that you keep on your person and the "bad guy" comes at you as you dodge and weave. THAT would be cool!

No. They don't teach police to shoot well, typically. The surprising thing is that so many who try to hit a dog actually succeed.

A coworker told me one time they had a pack of wild dogs terrorizing one of the parks so they sent in some local officers with their riot guns to kill them.  They didn't hit a single one.

They dropped our dog shooting classes at inservice to open up a slot for "FEMA Cattle Car loading / Camp Security".

Or, just take up hunting.  You learn how to lead moving targets and everything.
