I am refinishing some wood handguards and sprayed on one of the coats of polyurethane too thickly and got some subtle runs in the finish. Once it dries can I sand them down and respray?  Will it blend evenly with the unsanded areas or look reworked?

from my experience with polyurethane you should lightly sand the entire coated area before the second coat to avoid small bubbles and such.

Could I sand down the drips until they were flush with the rest, and then do a light sanding over the rest and spray?

Yes.

You also have the option of flat sanding the finish and buffing it up to a full shine.

What do you mean by flat sanding? Thanks for the help.

Flat sanding is the process of sanding the finish down until it's very flat and level,  and ready for polishing.   Removing all orange peel, drips, sags, and runs.
