Need help with pricing. I found a new Colt HBAR Lower SN CMH019XXX new with all internals and stock. Is $450 reasonable?

IMHO it is high. Late model Colts just are not worth the premium. You are better off with a BM, which you can get for $100 - $150 less. The bonus is that you will be guaranteed Mil-Spec pin sizes with the BM. Just my $0.02.
