After our last round of promotions there was a lot of griping about the process, and the chief has agreed to look into changing how we promote to the rank of corporal, sergeant, lieutenant, and captain.
I'm on the committee reevluating how we select our corporals, looking at eligibility, the written test, assessments, and ranking. How does your agency promote to whatever rank is after officer? what do you need to be eligible? All input is welcome. FYI it's a mid-Atlantic coast city, we have about 275 officers for 100,000 people. If you'd rather email me PM me. Thanks in advance for any & all input. |
| Have to be police officer first grade, not on probation and not currently named a subject of any IA cases. For Sgt., Leutenant and Captain, you take the civil service test and get put on the list. Chief gets to pick from the list on who gets promoted. Corporals, detectives and command staff above captains serve at the pleasure of the chief and are appointed. |
| To be a corporal you have to have certain amount of time in and some school hours. Corporal is not a supervisor. To be a sergeant you have to have, well nothing. Sgt is a supervisor. Yeah, I know it doesn't make any sense. All positions are currently selected by board interviews. By SOP it can be by board or appointed by Chief. Current Chief has said all positions will be selected by a board. |

We don't have corporals, so it's straight to sergeant. City agency about the same size as the OP's.
3 years time in service, although realistically nobody makes it before the 7-9 year mark. 1 year clean with nothing worse than an oral reprimand (which goes away after a year anyway) Written test, usually 40-60 sign up for it. Top 24 go to assessment board and project panel Top 15 from there get listed alphabetically for the eligibility list Usually 2-3 actually get promoted OP, I can hook you up with policies etc if you want. Spending two years in accreditation sucked but it helped in some sick ways. |

You get points for college degrees, military service, years of service, FTO. 40%
Written test and essay. 40% Oral board. 20% Realistically you won't promote to Sgt without a bachelors degree. You won't promote to Lt without a masters degree. We have guys with 5-years experience and a masters promoting to Sgt and guys with 20 plus years of service and no degree who will never promote. So our system sucks. I'll never promote which is fine with me because I don't want to. Though the boss constantly pressures me to take the detective and sgt tests. At least the system gives me an out. I can honestly tell the chief that due to my lack of a degree it's a waste of time for me to test. |
