When someone turns 18 their record gets expunged right? Well what if they commited a crime as a minor and there is no statute of limitations on felonies in the state that they live in. Can they still be charged after their 18th birthday for a youthful indiscretion?

You have to actually expunge the record. It doesn't happen automatically. At least in PA it doesn't.
No statute of limitations means just that. They still could technically be charged as a minor still even if they are 25 when someone finds out about the crime.

Not sure about VA. In Montana however, if your fellonys were non-violent, did not involve weponsor drugs, was not a domestic charge and your not nuts, Your rights are automaticly reinstated.
