If I am switching phones from a Galaxy S3 to an S4, and what to transfer all of my settings (screen saver, rings) and apps to my new phone very easy, what would be the best app for this?

I my Galaxy S3 there is some sort of back up/restore feature on it. I would try that. For everything else I use Dropbox.

Samsung has Kies utility that works fine on my S3. Get it on their mobile website
