(a) all-weather match isn't going to get enough of the aluminum going- there's another ingredient you need in substantial quantities as well, and (b) thermite doesn't do as much to an engine block as you might think. (It will, however, wreak havoc on electronics and fuel lines, but there's easier / cheaper ways to get potentially better effects.)

You want the ones with the metal bait holders.  The plastic (fake cheese) holders need a little extra fiddling to get them set right, since just casually setting them can easily result in them being hard enough to set off, that the mouse can eat the bait, do a celebratory dance on the bait holder, then scamper off to look for the other traps you have set out to feed it.

The relief bill appears to be veto proof.  However, a pocket veto might work if Congress adjourns within the proscribed amount of time.

Just checked:
The legislation easily passed in the House — 359 to 53 — before breezing through the Senate shortly before midnight in a 92-6 vote.
