My guess is around 2032 US defense budgets will crater into the mid 2040s as aging America with a small birth rate can’t staff or pay for the mediocre defense budgets or end strength of even 2024

Ukrainian forces carried out a new drone strike on Russian territory. The Russian air defense forces intercepted 29 targets in the country's airspace, with the majority being shot down over the Bryansk Region.

The presence of Ukrainian UAVs was also recorded in the Oryol, Kursk, Belgorod, Kaluga and Rostov Regions. Some drones were intercepted by air defense units over the Roslavl and Smolensk districts of the Smolensk Region. According to available data, there were no casualties.

🔻Today's UAV strike by the AFU was likely aimed at exposing the positions of Russian air defense forces and developing a route for a new attack on Russia's critical infrastructure.

U.S. State Department Approves $7.2B Sale Of F-35 Jets To Romania

The Foreign Military Sale’s approval comes after Romania announced the plan to acquire 32 F-35s to replace the F-16 fleet in the 2030s.


The U.S. State Department has approved the Foreign Military Sale (FMS) requested by Romania for the acquisition of the F-35 Lightning II. Romania will get 32 aircraft, a spare engine and related equipment for $ 7.2 billion (€ 6.5 billion) as part of a government-to-government deal which has been defined as the most expensive in Romania’s history.

The FMS notification includes a list of non-MDE (Major Defense Equipment) items which will be included, such as secure communications, spare part, test devices and various support equipment. Interestingly, no weapons were mentioned in the notification, although in the last few months Foreign Military Sales were approved for the AIM-9X and AIM-120C-8.

In September, Romania announced plans to buy 32 F-35s from Lockheed Martin in a deal which includes logistics, training services, flight simulators, and weapons. Defence Minister Angel Tilvar stated that the first planes would not be delivered before 2030.

The FMS notification did not provide details about the start of the deliveries. Also, it is currently unknown if the aircraft will be produced in Fort Worth, Texas, in Cameri, Italy, or a mix of both.

“The proposed sale will improve Romania’s capability to meet current and future threats by further equipping it to conduct self-defense and regional security missions while enhancing interoperability with the United States and other NATO members,” said the State Department, later adding that it will improve “the security of a NATO Ally that is an important force for political and economic stability in Europe.”

Initially, when the plan was submitted to the government, the deal was expected to be worth $6.5 billion. The deal is one of the consequences of the increase of the defence spending to 2.5% of gross domestic product this year in response to Russia’s invasion of Ukraine (with whom Romania shares a 650km border).

The acquisition plan

Earlier this summer, Defense Romania mentioned the F-35 program is currently in the Letter of Offer and Acceptance (LOA) phase, with Romania awaiting the American response expected this fall, possibly referring to the now approved FMS case. Following Washington’s response, more technical, financial, and chronological details will be known. In any case, the program will be the most expensive in Romania’s history.

By the time the first F-35A aircraft are delivered, the Romanian Air Force will operate three F-16 squadrons, at Câmpia Turzii and Fetesti Air Base. Romania also hopes to get 16 additional F-35s later, however a timeline is currently not available.

Last year, Bucharest bought 32 second-hand F-16 Block 20 fighter jets from Norway, in a transaction worth 400 million USD, adding to the 17 F-16A/B Block 15 Mid-Life Upgrade (MLU) fighters, acquired from Portugal in 2016 and delivered until 2021. The Romanian Air Force has, so far, received nine of the additional 32 aircraft; the plan calls for the entire batch to be delivered by the end of 2025.

Last year, another FMS was also approved for the modernization of these 32 F-16s, with a total cost of $105 million. These F-16 are said to have a remaining service life of ten years, with the Romanian armed forces hoping to have the F-35 operational in the 2030s as the F-16s exhaust their remaining service life.

In May 2024, the US administration approved also the sale of up to 300 AIM-9X Sidewinder AAMs (Air-to-Air Missiles), 40 AIM-9X Sidewinder Block II Tactical Missile Guidance Units, 40 AIM-9X Sidewinder Block II Tactical Missile Guidance Units; 40 AIM-9X Sidewinder Block II Captive Air Training Missiles (CATM); and 20 AIM-9X Sidewinder Block II CATM Guidance Units to equip the F-16 fighter jets in a contract valued at 340.8 million USD.

In August, another FMS was approved, this time for up to 186 AIM-120C-8 Advanced Medium Range Air-to-Air Missiles (AMRAAM) and four guidance sections, for an estimated total cost of $592 million. No explicit reference to the F-16 or the F-35 was made, as well as the training variants of the weapon.

In 2023, the Romanian Air Force retired, after 61 years of service, the iconic MiG-21 LanceR, the longest-lived fighter aircraft in the history of the service, flew its final flight mission at Boboc, in eastern Romania. In less than ten years, the service might field a 5th generation aircraft.

The increasing F-35 presence in Europe

The approval of the FMS to Romania follows the deal for the F-35’s acquisition by Greece in July 2024. The 5th generation aircraft has been so far been chosen by the United States, Britain, Italy, the Netherlands, Canada, Australia, Denmark, Norway, Israel, Japan, South Korea, Belgium, Poland, Singapore, Finland, Switzerland, Germany, the Czech Republic, Greece and Romania, confirming the F-35 as the preferred fighter for NATO allies and international partners.

To date, the F-35 operates from 32 bases worldwide, with 10 nations flying F-35s on home soil. Nearly 1,000 aircraft are operational, amassing over 860,000 flight hours fleet-wide. And some partners are also considering expanding their current fleets. By the 2030s, over 600 F-35s will be operational across more than 10 European countries.

“The F-35 has been one of the most effective integration tools for NATO since the end of the Cold War,” said Gen. James Hecker, Commander, U.S. Air Forces in Europe and Africa.

The F-35 will allow the interoperability not only in the air, but also on the ground. In fact, many exercises in Europe demonstrated ground personnel working not only on the own aircraft, but also on foreign ones in what is called cross-servicing.

“I think it’s really a warfighting imperative to be able to do that, there might be times when a US F-35 has to divert to another airbase, or maybe we can even plan on going to another airbase and we don’t have the maintenance or the equipment to go with them”, said Gen. Hecker in 2022. “We’re trying to make it interoperable, so if any F-35 nation can work with any F-35, no matter what nation it comes from, it can work on it, not just refuel it, but rearm it as well.

Ukrainian military to launch new project in coming months to improve basic training, Syrskyi saysUkraine is working to improve the training quality for its military, Commander-in-Chief Oleksandr Syrskyi announced on Sept. 15, and will roll out new plans over October and November.

In a recent working meeting with military leaders and authorities responsible for military training, the group discussed problems related to military training and discussed strategies to solve them, Syrskyi said in a post on Facebook.

"Instructors play a key role in the quality of training. Therefore, we pay maximum attention to attracting motivated instructors with combat experience. We are also working on the possibility of creating an instructor school, which will be the main and only source of well-trained instructors," Syrskyi wrote.

"We are working on increasing the term of basic combined military training. The corresponding project will be started in October-November of this year," he added.

In July, President Volodymyr Zelensky said that the military suffered from a lack of training facilities for new soldiers, citing the Ukrainian military.

"Considering training facilities, there are not enough of them. They are already being expanded," Zelensky said.

Ukraine's parliament adopted an updated mobilization law in mid-April to ramp up mobilization amid Russia's ongoing war. The new law simplifies the process for identifying eligible conscripts and includes additional penalties for those dodging the draft and came into force on May 18.

Accountants shortchanged the Defense Ministry's nuclear complex

Group of military financiers brought to trial for large-scale theft


The military prosecutor's office has approved and sent to court the materials of a criminal case on the theft of more than 350 million rubles of budget funds from the Defense Ministry's nuclear complex in Sergiev Posad, Moscow Region. Four former employees will appear in court who, according to investigators, falsified financial documents on the basis of which the defense department transferred money to them without justification for several years. The defendants' defense believes that they were made "the scapegoats" in the system of embezzlement of money, and no one was looking for the real criminals. Earlier, based on the materials of this investigation, a verdict was passed on employees of a closed military microbiology research institute for the illegal distribution of multimillion-dollar bonuses.

As reported to Kommersant by the Investigative Committee of Russia (SKR), the criminal case was investigated by employees of the military investigative department of the Strategic Missile Forces, and recently its materials, after approval by the prosecutor's office, were sent for consideration on the merits to the 235th Garrison Military Court. The defendants will include the former head of the financial and economic department - chief accountant of military unit 14118 Oleg Sobolev, his deputies Lidiya Chernopyatova and Alexander Kulemin, as well as the head of the research and development planning department of military unit 44026, reserve lieutenant colonel Alexei Yakimov. All of them are accused of especially large-scale fraud (Part 4 of Article 159 of the Criminal Code of the Russian Federation).

According to the investigation, in 2010–2014, the accused systematically prepared and sent false financial documents to banks, on the basis of which the Ministry of Defense unjustifiably transferred more than 353 million rubles, which were cashed and stolen, the Investigative Committee of the Russian Federation told Kommersant.

The agency's representatives specified that money and cars worth up to 1 million rubles were seized from a number of the defendants in the case. However, the investigators and operatives of the FSB's military counterintelligence department allegedly found the most from Mr. Sobolev: a two-room apartment in Tambov, two parking spaces in an underground parking lot of a residential complex in the Moscow region, and a collectible BMW worth over 40 million rubles. The Investigative Committee also noted that during the investigation, the accused confessed, made a deal with the investigators, and even compensated part of the damage in the amount of 1 million rubles. However, after the seizure of the property, he allegedly began to put pressure on one of his former subordinates, who had to be taken under state protection. The agreement with the former chief accountant was terminated, and last year he filed a lawsuit in court for damages in the amount of 700 thousand rubles for delaying the investigation. By that time it had already lasted for four and a half years, of which Oleg Sobolev spent one year in a pretrial detention center, having written about 200 complaints about the actions of investigators. Representatives of the Investigative Committee of the Russian Federation emphasized that both the lawsuit and the complaints were left unsatisfied by the courts, and at the same time the court limited Oleg Sobolev and his defense lawyers in the time frame for familiarizing themselves with 72 volumes of the criminal case. According to the investigation, they were clearly dragging out the procedure, having arrived only six times in 22 months to read the criminal case.

It should be noted that, according to Kommersant’s sources, there were initially more defendants in this case, which was opened back in 2014, and it concerned financial fraud in two military units located in closed towns in Sergiev Posad—subdivisions of the 12th Main Directorate of the Ministry of Defense, responsible for nuclear technical support, and the Institute of Microbiology. It states that the chief accountant of one subdivision, Oleg Sobolev, used forged documents to increase the monthly allowance of his military unit from 4 million rubles first to 9 million rubles, and then to 13 million rubles. Thus, according to the investigation, more than 350 million rubles were stolen over four years.

And the institute's chief accountant Sergei Lupin, heads of the planning department Anton Makeev and an employee of the financial department Irina Borisova illegally issued bonuses (their amount reached 2-3 million rubles) for 26 million rubles. At the same time, Alexei Yakimov was accused in two episodes at once. He and Oleg Sobolev were imprisoned in SIZO-8 in Sergiev Posad, while the others remained free.

Later, investigators divided the criminal case into two parts. Several months ago, the Solnechnogorsk Garrison Court issued a guilty verdict for fraud with bonuses: Sergei Lupin, for whom the prosecutor's office demanded eight years of imprisonment, received four and a half years in prison, Alexei Yakimov - three, and Svetlana Borisova and Anton Makeyev - three and one and a half years suspended, respectively. At the same time, the court did not deprive Mr. Lupin of his military rank and benefits, which allowed him to keep his pension for 35 years of service and the housing he received.

Representatives of the accused suggested that the investigation artificially divided the criminal cases, hoping to obtain new confessions in the second investigation.

According to them, it was extremely difficult. In particular, without denying the fact that the witness was taken under state protection, they explained that this was a woman who confessed under extreme pressure. Then she found Mr. Sobolev in one of the churches in Sergiev Posad, where, according to Kommersant's sources, the witness reported the slander and even wrote a corresponding statement, which is in the hands of the defendant's defense attorneys and will be presented by them in court. Kommersant's sources from the defendants' circle are also outraged by the investigation's wording about Oleg Sobolev's "untold riches," since he lived quite modestly. They claim that the two-room apartment in Tambov belongs to his sister, and the collectible BMW is not even assembled, the value of which experts have not established.

At the same time, Kommersant's interlocutors called Oleg Sobolev's confession a "forced measure" because he feared for himself and his family. However, after he was charged with eight new episodes following his confession, the former accountant's cooperation with the investigation was terminated.

The defendants in the case do not deny that they knew about the fraud, but insist that they were only the lowest link in the entire system of theft. According to them, more than ten years ago, money for secret projects and closed facilities began to be transferred through military unit 22280, better known as the Center for Financing Special Programs of the Ministry of Defense. It was its employees who were responsible for increasing the amounts, but none of them were ever held accountable. The command of the unit where Oleg Sobolev served was not punished even for negligence: the investigation concluded that senior officers did not know about the increase in its budget.

Three Americans, two Spaniards and a Czech citizen were arrested Saturday after Venezuelan officials accused them of coming to the South American country to assassinate President Nicolas Maduro.

The arrests were announced on state television by Diosdado Cabello, the nation’s powerful interior minister. Cabello said the foreign citizens were part of a CIA-led plot to overthrow the Venezuelan government and kill several members of its leadership. In the television program, Cabello showed images of rifles that he said were confiscated from some of the plotters of the alleged plan.

The arrest of the American citizens included a member of the Navy, who Cabello identified as Wilbert Joseph Castañeda Gomez. Cabello said that Gomez was a navy seal who had served in Afghanistan, Iraq and Colombia. Spain’s embassy in Venezuela did not reply to a request for comment on the arrests of its citizens.

The U.S. State Department late Saturday confirmed the detention of a U.S. military member and said it was aware of “unconfirmed reports of two additional U.S. citizens detained in Venezuela.”

“Any claims of U.S. involvement in a plot to overthrow Maduro are categorically false. The United States continues to support a democratic solution to the political crisis in Venezuela,” the statement said.

The announcement of the arrests comes just two days after the U.S. Treasury imposed sanctions on 16 allies of Maduro who were accused by the U.S. government of obstructing voting during the disputed July 28 Venezuelan presidential election, and carrying out human rights abuses.

Earlier this week, Spain’s parliament recognized opposition candidate Edmundo Gonzalez as the winner of the election, angering Maduro allies who called on the Venezuelan government to suspend commercial and diplomatic relations with Spain.

Tensions between Venezuela’s government and the U.S. have increased as well following the election, whose result sparked protests within Venezuela in which hundreds of opposition activists were arrested.

Venezuela’s Electoral Council, which is closely aligned with the Maduro administration, said Maduro won the election with 52% of the vote, but did not provide a detailed breakdown of the results.

Opposition activists, however, surprised the government by collecting tally sheets from 80% of the nation’s voting machines. The tally sheets collected by the opposition were published online, and they indicate that Gonzalez won the election with twice as many votes as Maduro.

Despite international condemnation over the election’s lack of transparency, Venezuela’s supreme court, which has long backed Maduro, confirmed his victory in August. Venezuela’s attorney general then filed conspiracy charges against Gonzalez, who fled to Spain last week after it became clear he would be arrested.

Maduro has dismissed requests from several countries, including the leftist governments of Colombia and Brazil, to provide tally sheets that prove he won the election. Maduro, who has been in power since 2013, has long claimed the U.S. is trying to overthrow him through sanctions and covert operations.

The Maduro administration has previously used Americans imprisoned in Venezuela to gain concessions from the U.S. government. In a deal conducted last year with the Biden administration, Maduro released 10 Americans and a fugitive wanted by the U.S. government to secure a presidential pardon for Alex Saab, a close Maduro ally who was held in Florida on money laundering charges. According to U.S. prosecutors, Saab had also helped Maduro to avoid U.S. Treasury sanctions through a complex network of shell companies.

No need to give a five minute respite, send in the thermite to flush out the Russians and follow it up immediately with the FPV treatment.

If you're feeling really chippy, have the FPV guys approach on the reciprocal heading of the thermite drone(s) and hilarity ensues when they meet in the middle.

When the last FPV drone goes boom mortars are dropped, or use whatever else is on hand for maximum effect. DPICM seems like a rational choice in this scenario if Ivan is literally running around with his ass on fire.

What's that phrase about offering nothing but uncomfortable choices?  Here it is in action, it's a new wrinkle on combined arms.

It works out nicely from the comfort of my kitchen table, results may vary in practical application

The ballistic missile launched by the Iran-backed Houthis from Yemen at central Israel this morning was hit by an interceptor missile, although it did not manage to completely destroy the target, according to an Israeli Air Force probe.

The missile had been identified upon launch from northwestern Yemen early this morning, and the Arrow long-range defense system was activated to intercept it. Several interceptor missiles were launched at the target in attempts to down it.

At least one of the Arrow interceptors hit the missile, but did not destroy it completely, the probe finds. Instead, the interceptor caused the Houthi missile to break apart in the air, and the warhead, as well as other pieces, fell to the ground.

The missile shrapnel impacted open areas in the Ben Shemen forest, close to Kfar Daniel, sparking a fire. Shrapnel from the interceptors also hit a train station near Modiin, causing slight damage.

The IAF has found that the missile, which had a straight trajectory, was not a hypersonic projectile, as the Houthis have claimed.

It's about fucking time we started to take a serious look at this type of mortar system for our tracked and wheeled armored vehicles. NEMO is cool. AMOS is super cool, but also super expensive apparently, which is why everyone is opting for the single barrel NEMO version instead.
