This isn't really a technical question and I'm not sure wher to post this so if needed mods please relocate

With that said here is my Q about applying for a stamp to make my yugo m92 a sbr. I'm active duty mil and will be pcsing to Korea for at least the next 2 years might be 3 if i decide and get approved to AIP obviously taking my weapons over ther is a huge no go so all of them will be relocated to my moms house in Oregon also happens to be my home of record as that is wher I enlisted

Can I start and send off the paper work while I'm still stateside and put my mothers address on the ATF form as that is wher I would want my stamp to arrive? Also is ther any legal issues with having the stamp sent ther and my mom having possesion of it while I'm gone? The M92 is currently in pistol configuration and would remain so until I get back and have the stamp in hand before adding a stock to it. One last question and please bear with my ignorance on this issue would ther be issues transferring the SBR out of that state to my next duty station assuming its a NFA friendly state?

You sound like an excellent candidate for an NFA trust that includes your mother.  I see you're in TN... there's an excellent "gun-friendly" attorney that does trusts for a reasonable fee.  I don't want to mention any names in an open forum, but he's easy to find, IM me if you want more info.
