The hole 1st, 2nd, 3rd world country distinction is totally obsolete now that the Cold War is over.  The 2nd world included all of the former Soviet Republics, the former Warsaw Pact countries (including East Germany), Cuba, North Korea, Communist China, and Vietnam.  There may have been others.  The ideological cold war is over, but some of these countries still maintain their ideological nature in some way, to include Cuba, Vietnam, Communist China, and North Korea.

I believe the meaning of first, second and third world is shifting away from a political definition and becoming a simple quality of life classification.

First world... US, Canada, UK, Western Europe, Australia, Japan, South Korea, maybe Israel and Taiwan... High standards of living, access to education, waged jobs and medical care is fairly common.

Second world... Everything between first and third. Usually minimally defined by having common access to safe drinking water IMO.

Third world... Places with starvation, disease and/or continuious violence commonplace and a bleak future (in other words, shit isn't getting better).

I would say that we meet the "Second world" criteria with the amount of people on some form of public assistance.

he pentagon defines 1st, 2nd, & 3rd based on logistical needs

1st= most of Europe,  Canada,US, ROK, Japan, parts of s america....100% electrical grid, running potable water, readily available medical, maintained roads & bridges, standing army and security forces, stable government

2nd= Middle east south & central Asia, most of South America  less than 100% electrical grid, running potable water or out for periods of the day regularly, medical is available but over whelmed obsolete equipment ect etc....roads & bridges of lower quality or incapable of sustained heavy freight may or may not have a standing army will have security forces which maybe corrupt

3rd Africa South Asia, Central America NO ELECTRIC, WATER, OR MEDICAL, ROADS INADEQUATE no Army, scattered corrupt security forces

4th world Somalia, Rwanda, Liberia, Sierra Leone,  rural parts of most 3rd world nations.    no infrastructure no government

As you can see what you need logistically to be successful in each tier rapidly increases.
