If I buy a rifle from another in my state (TX) does he have to ship to an FFL, or can he just ship it straight to me, since it is a private sale between same state residents?

He can ship directly to you as long as you are both residents of the same state.

An FFL is required to receive all firearms in INTERstate transfer.  As long as the transfer is not across state lines no FFL is needed.

That's Federal law.  I can't quote Texas law.

The person initiating the transfer, however, must still take reasonable care that he's sending the firearm to a person not otherwise prohibited from owning one, and that the person is a resident of the state where the transfer takes place.
