| If I buy a rifle from another in my state (TX) does he have to ship to an FFL, or can he just ship it straight to me, since it is a private sale between same state residents? |

An FFL is required to receive all firearms in INTERstate transfer. As long as the transfer is not across state lines no FFL is needed. That's Federal law. I can't quote Texas law. The person initiating the transfer, however, must still take reasonable care that he's sending the firearm to a person not otherwise prohibited from owning one, and that the person is a resident of the state where the transfer takes place. -- Chuck |
