Does anyone know if I can legally ship a 10" upper reciever to someone in Kalifornia.

Just the upper yes you can because it is considered gun parts, not the entire weapon and it is not a registerable item.

The only part of an AR-15 that can't be mailed to Californistan is the lower receiver.  Everything else, even a short-barrelled upper, is just parts, and not subject to any Caliban laws.

However, assembly of that SBR upper to even a legally registered AW in California is a felony for other than a governmental agency.

I know of several people in Kalifornistan with Patriot Pistols which will accept any standard AR15-type upper.  Given that these pistols were already registered (as are all pistols), they went ahead and registered them as AWs.  Nothing wrong with them buying or installing a 10" barreled upper.
