I am making about 40 of these for my cub scout pack as little Christmas gifts.

I have to melt or cut a hole in the back of each one to slider their neckerchief through.

Thinking the best way to do this is with a wood burner - any other ideas?

Cut a square hole in the back of the shell with a razor blade. Big enough for both ends of the neckerchief

This, if the place where your den meets is a school, be careful.

Uni-Bit Stepped drill bit works nice for that sort of thing, especially thin metal, they don't 'grab'. (I know, you are dealing with plastic.)
Scarf will cover the hole.
