Is it possible to fill out form 4 with out buying anything? After approved and then later start to looking for what ever u want to buying that requried Class 3?

This is not possible since the form 4 is to document and gain approval for the transfer of the weapon or device by use of its S/N. ATF needs to ensure the weapon is a legal one that can be transfered.
