What exactly are they and how does one invest in them?

These are investment funds operated by a sovereign (aka a government).

The big ones are Arabic, but they include things like the Canadian Pension Plan (which just bought a chunk of IMS).

that said, there is really no way for an individual investor to directly invest in a sovereign wealth fund; typically you would do this through a hedge fund, and generally you could only invest in a hedge fund as an "accredited investor":
