The Wiki is written in legalease and I don't understand it.

If someone did something on a federal level. Like a "constructive intent" gun thing or something like that, and did it 10, 15, 20 years ago.

Or a state level like shoplifting or even major theft, 10, 15, 20 years ago

Could they be persecuted?
