i think it will depend on what level of simulation and features you want and what you want to learn. there are a bunch out there. some run contests and are teaching oriented. some are designed to allow you to experiment with specialized strategies.

investopedias stock simulator and wall street survivor have a good following. updown.com is one that is pretty straightforward. not a lot of specialized options, but good enough to get started with.

as mentioned, think or swim has papermoney which is intended to be a demo of their web trading software. i'm almost positive you need to create an account and fax in your signature to use it though. if you are just getting started, it may be more hassle than you need.
