Do you have to be police to go swat or can you just be involved in law enforcement? Would it be possible for a game warden to be on a swat team?

Each department can have its own SWAT team. It isn't something put on by a city (usually). You would have to work for the department to get on their swat team, unless you were a medic or a doc, then you might be able to get on as their medic.

Yes it is possible if the person has the training and approval from his CoC. In many rural areas SWAT type teams (such as the one I use to be on) can be made up of officers from many different departments.
