The Targeted Actionable Monitoring Center (TAM-C) of the Institute of Terrorism Research and Response indicates that there is an increased likelihood of a significant terror attack in the short term (during the Ramadan, 2006 period [24 September thru 23 October]). There have been indicators regarding an attempt by Al-Qaeda affiliated organizations to put into operation the planning phases of an attack inside the United States. Over the past couple of weeks, ultimatums (return to Islam) were aired by the media, directing American Muslims to evacuate prior to any Al-Qaeda attack. These directives were issued by the command structure of the Islamist terror group and through their associated religious leaders. September 21, 2006 is birth of Mohammed, the founder of Islam. September 22, 2006 is Rosh Hashana, the Jewish New Year and the start of the Jewish High Holydays. October 10, 2006 is celebrated as Operation Badar, the first battle between the believers of truth (Islam) and the forces of evil. Staff should be briefed for indications and warning signs of adversarial probing and surveillance.
