People seem to "TAG" topics that interest them, how do you do it, or is it just bookmarked. Please excuse my PC illiteracy. Thanks

That makes the thread show up when you click "my active topics."

I am aware that I can't tag anything, but, what is the difference between tagging and subscribing?

Posting any reply is a "tag"

Some people just dont have anything to say but want to get back to the post later.

A short reply, a smiley even a period or question mark will tag the thread and make it appear in My active topics so you can find it later.

So "Tag" just means "I dont have anything to say but I might later" or in the case of a controversial topic
"I will be back later to view the train wreck"

No offense to anyone but I'm not totally convinced that joining is worth it.  What does it allow you to do, have a more broad search ?   And please spare me the guilt trip about helping to keep the site up and running.
