I have no idea if this is legit or total BS.
Elizondo has said numerous times that certain technology can detect UAP and this video is supposedly going to reveal that technology so that anyone with the financial means can utilize it, breaking the monopoly the government has. Mostly about passive radar which uses all the existing radio transmitters for the output and correlation between FM receivers over internet to find multipath reflections then triangulate their locations and altitudes.
It's already a thing, just something that needs to be made into a Raspberry Pi quick plug together kit like the RasPi-boom above. Not sure if the latest RasPi has the bandwidth to do the processing. I know the 2 is very taxed and the 3 is fairly taxed just running ADSB receiver software to upload tracking station date (where FlightRadar24/adsbexchange/etc get their data). I'm guessing a total solution would be a low cost FPGA processor specifically for processing digital radio and timing detection then sending results to RasPi like an ADSB stream which then puts onto internet and a large cloud cluster does the final correlation.
