From what I understand about setting vehicle timing you want to set the engine at TDC. This is done by pulling or rotating the crank pulley right?

Are you talking about using a timing light and advancing or retarding the distributor?

You mean valve timing, right?

If you're completely removing the distributor or cam/crank sensor then yes.

If you're talking about using a timing light then no.

Sorry I thought there was only one kind. Basically before I change my distributor, I want to check if this one is fine and will send the other bad. I want to adjust the ignition timing on a Ford Duraspark 2 system, with single vac advance. I know I plug the vac advance, hook the timing light up, but do I line up the marks on the timing chain cover with the other deal forget the name, but its the arrow near the timing chain cover, by rotating that belt? Basically how do I get the engine to TDC? So I can adjust the timing.
