So Tire Rack wants $48 to ship 4 tires from Reno to Spokane.  Other than that the price is decent.   Can I do better?

Probably not online, TR is usually cheapest and almost always cheaper than local even with shipping.

How are we supposed to answer that without knowing what the tires are, what size they are, and what the total price is?

Will they let you pick up at the warehouse? It's actually in McCarran

No never best prices ever........only an idiot would buy tires somewhere else.......I'm surprised local tire retailers are 'still in business, but if you want to pay $200 for a tire that you can get for $100 go ahead......even when your local shop has a buy 3 get one free deal figure it out youself.........that would be uh....25%..........but I guess It depends on the tire/(rubber) you are looking at.......and they have "partners" that take delevery and will mount them for a nominal charge....With that said I think most people need a tire NOW...when they have a flat......so......a local guy will alwalys be in business........
