I intend on transferring into a college as a Junior, and I'm really only about a year away from that.

What I was wondering is this, can a Junior join the ROTC, or does one have to join ROTC as a Freshmen?

To my understanding it's a four year program, so would they not take me because I'd be a junior, start me off as though I was a first year, or work me to death getting me up to snuff?

Any help would be appreciated, thanks.

ETA: for clarity's sake, this was posted by my brother GIR-101, who was logged into my account earlier to check an IM that I cannot access.

Yes but you probably have to attend a summer training camp

Air Force and Army ROTC have 2 year programs.

I don't believe Navy ROTC has 2 year program but the Marines do offer OCS

http://afrotc.com/learn-about/programs-and-scholarships/

The Two-Year Program

The
Air Force ROTC two-year program and the last two years of the four-year
program are the same at the Professional Officer Course level. However,
the entry procedure differs. Entrance into the Professional Officer
Course is highly competitive and you must successfully complete a
six-week extended field training unit. The additional two weeks of
field training prepares you for entry into the Professional Officer
Course. But you are not committed to the Air Force until you return to
school in the fall and make a decision to enroll in Air Force ROTC. If
you are a transfer student, sophomore or prospective POC
cadet, you need to apply early in the fall in order to complete all
necessary actions for the POC and field training selection process.

Army ROTC has 2 year program

http://www.goarmy.com/rotc/college_two_year_scholarship.jsp

The two-year scholarship is available for those who have two academic years of college remaining.

ACTs aren't bad, I only took them once, I know I meet auto admission to the college and it was high enough to make me eligible for ROTC scholarship, still waiting on the result of course, I got a 25 my first and only time.

I may be wrong, but I am pretty sure that you do not have to take it again after you are already in college.  Your scores from high school should be sufficient.  If you have never taken them, then I am not sure.
