I've heard you can use any laptop just plugged into the wall without the battery installed.
Niether of my two laptops turn on while plugged in the wall without a battery. Is there a BIOS setting for this? |

| A search didn't yield anything concise. Seems like the hardware for that time frame just didn't allow for it. It's a long shot but see if the bios has a setting addressing it. Let me add the HP laptops also had battery problems according to some of the searches. Didn't look up the Dell. |

Try taking the battery out, unplugging it, then hold the power button down for about 15 seconds to discharge everything connected to the motherboard. Keep battery out, plug in, and see if it comes on. I have a cheap Acer and it was shipped with a bad battery. Warranty sent me another one, then another. Every time I talked with one of their techs about the crappy battery he would have me do that routine just to verify it was the battery as it would not turn on before. Now I just leave it out and the laptop plugged in. No problems in a couple years. Hopefully you will have similar results. ETA: mine is from '06 and running Vista also. |

Other laptops I had to use as desktops did not work without the battery, it had to be installed in for the laptop to work on AC even if it did not hold a charge anymore. OP, if you have the old battery, even if its busted, maybe you could install it and plug it in them try to turn it on? Sorry, I'm no techie, I just used them to surf for porn then
