I think he later pulled a prank in which he purposely made people think he broke into or was stealing an ATM. Of course he tried to act surprised when people called the cops, and the cops responded.
I believe he was charged with disorderly conduct or a similar crime. I think the case is still pending. If a moron purposely does things to make it appear to cops he is committing a crime, he should expect that the cops will treat him like a criminal. |

Basis of PC for initial detention?
A water pipe can be used to smoke anything that's flammable. Officer had Zero cause to believe that Subject was using it to consume a controlled substance. You could drink Whiskey through a paper cup with a straw but they don't stop you for drinking from such "paraphenalia" while driving. Now before you say it, I've used water pipes many times. I've never smoked or otherwise consumed weed or any other controlled substance. |
