It could be one of two things (that comes to mind right now)....

1)a calling card
2)a scrambled number

I used to get that number a lot....but haven't in a while...

It's Lucifer calling. He wants your soul as per the contract.

I have gotten weird numbers like that in the past.

sometimes it was an oversees call, perhaps routed through some US switchboard.
Most of the time it seems to be from a entity (private company or gov office) with a massive switchboard.

A buddy of mine calls from the downtown Milwaukee main post office, and I think that one comes up all zeros

Speaking of weird phone #'s.....this number (760)733-9969 is in the middle of the Mojave Desert, CA. I saw this on ABC news about 2 years ago. It was an old Military Post back in the 40's and the only thing left is the telephone pole and the booth. It's about 40 miles from the closest town and when you call , most of the time somebody will answer.

FAMOUS PHONE BOOTH REMOVED IN DEATH VALLEY!
The world's most famous phone booth, located in the middle of the Mojave Desert near Baker, California, has been yanked by the National Park Service because it was too popular. Originally installed as a crank phone in the 1930's for miner's who dug volcanic cinder nearby, it became a dial phone in the 60's and went digital in the 80's. The phone booth became a cultural Icon because of it's strange location, and party goers would do hedonistic things nearby as they waited for the phone to ring about a dozen times a day. The phone number was 760-733-9969. But the Park Service said visitors were causing environmental damage. So the booth, whose bullet ridden windows long ago disappeared, was removed by Pacific Bell in August. A web-site still exists: www.deuceofclubs.com, where you can still see photos of the phone booth .

Someone is using a caller ID scrambler. The area code means nothing.

Either that, or they are using a calling card.
