Iron Sights on the rifle for probably NRA Full Bore Prone matches is my guess. Here is a link for the matches.

You are probably right. He is using the left eye for spotting to minimize head movement and reduce fatigue on the shooting eye. Notice the extreme cant to the rifle but the sights are level. A very expensive sport with frequent barrel replacement. |
