I had a really hard time finding an off the shelf timer that would do less then 60 second intervals.

I just rebuilt the lower level bathroom Delta tub faucet, replaced the hot/cold washing machine supply cut-offs, replaced the hoses and replaced the two hose bib supply cut-offs. It only took me three years to get around to it and you want me to build a timer/switch?
