They normally have an out-of-state plate around here.

The out-of-country plates tend to stay off the highways and tend to do 10 mph under the limits on the side roads.

The really scary part is while looking through the back window into thier car, you can't see the driver!!!!

Once you get past them, they are older than stone and wearing those full face sunglasses that I can't imagine ANYone being able to see anything out of.
