Here, Winter gas is "normal gas". Summer gas is that reduced vapor pressure stuff.

different formulations for summer / winter for emissions.  there is stuff like butane that vaporizes off in the summer so they distill it out for summer gas

Well, your vehicle gets worse gas mileage in colder temperatures in general, so, yeah. Also, you idle your vehicle more as well.

I got told one time by my sergeant to let the winter air out of the truck tires and put summer air in them... it improved the ride he said...

I don't think that map is accurate. It shows most of Ohio being "conventional" when in fact it all changes back and forth to the summer/winter blends. Might not be the law, but all of the pumps have stickers on them saying as much.  I think the refineries switch and everyone gets the same gas, required or not.

Dude, really? The flight line can be had at supply. The prop wash is hard to get.
