not likely.
winzip or any zip for that matter works on the idea that there is some redundency that can be calculated and removed.

a picture for instance has a lot of background that is basically the same, so compression is pretty good for that.

A txt file which you could turn a simple excel file into CSV instead of xls would have little to "remove" and make it smaller.

if it is a simple file, you might try and resave as a csv and see if you can shrink the initial file size, but really zip is only going to group them for you vs make it much smaller.

I doubt it.  However, your best bet is to try 7zip.  http://www.7-zip.org/

Install program, find your file in windows explorer, right click, add to archive, and set compression level to ultra (make sure file type is .7z).

Or (if you don't have the context options), open 7zip, navigate to your file, click green plus symbol, set compression to ultra.

ETA: You can also click the dropdown box in the lower left to split output file into 10MB (ish) chunks.

Depending upon what the reason is that you want it as a smaller file, splitting into several .zip files might work.
