That's one way to take the quote.

The other is that, in our current circumstance, to raise a traditional family, to work hard and not accept handouts, to participate in a strong community, etc are acts of rebellion.

Therefore your heritage (expressed in the the above acts) is rebellion

It's a common mistake these days. Duty, like charity can either come from within and be expressed by the individual, which denotes freedom, or it can be imposed by the state, which is the opposite.

The "cart test" shows whether someone with nothing to gain from the act will put forth effort to... well... not be an asshole (not the official answer, but it fits). Something that helps to maintain a civil society at no personal cost beyond a few calories of effort.

Modernity is chaos, selfishness, and a lack of self control. Like ditching the cart wherever.

Before cart corrals, we used to bring them back inside the store to where we got them. Frequently, if there was a loose cart when we were going in initially, we'd just grab it and that's what we'd use for that trip. Because we weren't fucking anarchists. (harrumph harrumph!)

Here's my take on it from a while back:

It feels like a scrambled transmission or pirate broadcast breaking through the censor's veil momentarily, to remind people of who they are or the give a glimpse of what the usurpers would like us not to think about.

But that's just my take, and why I make the ones I do. YMMV.
