 So, with winter time upon us soon, I've been thinking. Would it be safer to live in the northern part of the U.S. if a zombie outbreak would occur? I mean, they would freeze outside or become sluggish, so that we could easily pick them off, right?

I don't know about sluggish, but they would definitely freeze solid and be immobile.  Just remember, come the spring they'll thaw out good as new.
