Must be specific to your store. At my local Walmart I've been told it's ok to go behind the counter and check the ammo. It's locked up like it appears your Walmart's is. I rarely buy ammo there. I usually drive a little further and buy it from a local chain. They have a bigger selection and I don't have to ask for help.

I hate it that Walmart, as well as some sporting goods stores and gun shops, position their ammo so you can't view the prices. I can understand putting it behind the shelf to limit theft, but at least put a price list in plain view. That way I don't have to wait for a clerk to show up, and ask about various ammo prices.
