Hell, they should have had him in a sack.

A handcuffed guy sack-racing away from the patrol car would be lots easier to spot.

Not in that part of town, they wont. He'll be out of those cuffs in a few minutes, and back on the street a few minutes after that.

Handcuff eyelet welded to the tranny hump, or floorboard.

Wonder how many of these I could sell.
