I worked for an elected official while i was in high school for a work study program. While employed there, i demonstrated good work ethic. I had planned on becoming a firefighter after graduating high school, but that has since changed. (i want to be an leo now) Before i left  for college, the elected official that i worked for said she would write a letter of reccomendation. Keep in mind that was 4 years ago. Currently, i'm filling out an application for the Sheriffs Office which happens to be right across the street from her office. Would this  reflect negatively upon my character trying to use a powerful figure to help gain employment? After all, i worked hard while employed there. I was a kid but showed maturity; it's not like i'm paying her to say nice things about me.

Go for it.  If they are that anal about you wanting a good reference then you probably don't want to work for them.

If you worked for her, it's a professional reference; if it was a family friend writing a "hire my pseudo-nephew" letter, that's a different animal.

I'd suggest having other letter of reference included in your packet.

Is there an option to include professional recommendations with your application in addition to a resume? If not, just include this person in the professional or personal references section & leave it up to the agency to decide to contact her during their background invest ref you. I wouldn't offer one with the application unless it's required or optional.
