If he was denied , the dealer should give him a challenge form to submit to the PSP to find out why he was denied, and to challenge the denial if in fact he has no criminal record.

On the form, (4473) which was filled out, on line #21, the person calling in the nics check filled in a "NTN" number. If would be in the 'denied' space.

You're friend should get a copy of the 4473 he filled out, or the NTN number on line #21.

He can then file an appeal from the page that I've linked; about halfway down, heading, NICS appeal.

If they told him it would take 15 days for an answer, he got delayed, not denied. Contacting the ATF will not help until he is officially denied.

ETA: Nevermind, misread the first post. He's already waited 15 days, and THEN got denied.

Even still, why did it take 15 days? Unless PA has a different background check than the NICS system, it won't take longer than 3 business days. If they don't receive an answer by then, they can still transfer the firearm.

A friend of mine, with a fairly common first and last name was denied, even with a social security number.

I got him to appeal it, as he has no felonies, or DV, or anything else that would prohibit him from having guns.

The only thing he can think is that a namesake is responsible, or his ss# has been compromised.

It's been three weeks now, still no resolution.
