If you look at the source in FireFox, that is exactly what you should see.

This is the second application for people who got through the first screening.

Specifically, it looks like their backend database server (MySQL) has blocked their webserver from making any connections to it. It would probably take all of about 30 seconds for someone to login to the server as the root user and type "mysqladmin flush-hosts", or simply just restart the MySQL server. They probably SHOULD have automated monitoring and an on-site babysitter to take care of this sort of thing, but, who knows...
