if i am already in possession of a rifle that has no threading or muzzle device attached and assuming a a ban is enacted, would I be able to thread and attach a muzzle device after the ban is enacted?

my guess is that you'd be ok as long as you keep receipts from the gunsmith showing that the work was done prior to the ban.  also keep the receipt from the FH with the date.
