Yes.  Tannerite does not produce flame or heat.

ETA:  I take that back.  True tannerite has a few other additives that do cause a flash so, yes it might ignite gasoline.  However if you are rolling your own using straight Aluminum powder and Ammonium Nitrate, then yes, you will need an external ignition source.
