Do a google search. But unless you're PC is run through the Cyberdyne mainframe don't expect it to be anywhere near playable.

But MANY come up on google. Any 'Best' ones out there?

I hear ya on the hardware side, I was just curious and maybe, just maybe, my overclocked C2D 4400 with 256mb vid card and 2GB RAM can take it

I've never used them so I don't know.

FWIW I built a pretty topnotch system about 3 years ago - it wasn't able to run an N64 emulation worth a damn. Let me know how it works, at any rate.
